为赋予项目单位和科研人员在科研经费使用上更大的自主权，近年来海南省陆续印发了《海南省财政科技计划项目经费管理办法》、《海南省优化科研管理提升科研绩效若干措施》等文件，但在科研经费使用实际中，我省科研项目经费管理办法没有配套的工作规范，依然存在诸多难点、堵点。比如项目单位和科研人员对政策理解不深、不透，或者项目管理部门各口径政策解读不一致，还有高等院校、科研院所和企业的科研人员在科研经费使用过程中缺少指导性强的全过程操作规程等问题，限制了科研人员的创新创造活力。In order to give project units and researchers greater autonomy in the use of scientific research funds, in recent years, Hainan Province has successively issued documents such as the "Management Measures for Hainan Province's Financial Science and Technology Plan Project Funds", "Hainan Province's Several Measures for Optimizing Scientific Research Management and Improving Scientific Research Performance". However, in the actual use of scientific research funds, there are still many difficulties and obstacles. For example, the project unit and scientific researcers do not have a deep or thorough understanding of the policy, or the interpretation of the policies of the project management department is inconsistent. And the scientific research personnel of universities, research institutes and enterprises are lack of strong guidance in the use of the funds. Issues such as operating procedures throughout the process restrict the innovation and creativity of scientific researchers.为了解决上述问题，海南省科技厅在海南省科技计划项目经费管理政策框架下，编制了一整套科研经费从预算编报到结题审计的工作规范，包括《海南省财政科技计划项目预算编报工作手册》等8个工作手册。该工作规范涵盖项目申报、过程管理、项目验收三个阶段，分别针对项目单位、评审专家、科技管理部门、会计师事务所的工作范畴，制定了具体、详细、可操作性强的工作要求，为相关科研人员在科研经费使用过程中提供指导性强的全过程操作规程。In order to solve the above problems, according to the framework of the Hainan Provincial Science and Technology Plan Project Funding Management Policy, Hainan Provincial Department of Science and Technology has compiled a set of work specifications for scientific research funding from budget preparation to final audit.
